They will go after smaller or less vocal groups and tax them first. It is easier than taking on the whole population. It is just another take on "divide and conquer" in the business world. Great quote Mellie. Two groups only shows the legislators that we have that many advocates. So long as the two groups are not competing over little things and spitting into the wind, both groups can have a big impact.
