I think that the combination of having a list of where your ads might appear combined with the ability to opt out of sites and the somewhat new ability to set differed bid prices in the content network, might actually make bidding in the content network more appealing for me. 
 
As for the junk spam sites looking for traffic, I think it will make it a lot harder for them to continue to make the kind of money they are making today, and might make it easier for people to report them and get them shut down.
